Context

Republica Socialistă România a cunoscut în perioada de dictatură comunistă, ca şi alte ţări socialiste, un anumit tip de implicare socială a cetăţenilor, numită de autorităţi: Muncă Patriotică, iar de populaţie: „munca voluntar-obligatorie”. De fapt, era vorba despre un tip de muncă obligatorie (o muncă forţată/neplătită) care îşi are rădăcinile în ceea ce Lenin numea în 1919 – Subotnic – munca pe gratis în folosul statului în zilele de sâmbătă (el vorbea despre muncitorii (comuniştii) de la linia ferată Moscova-Kazan care au decis, în acel an, să lucreze „şase ore pe săptămână pentru Patrie”). Uniunea Sovietică a recurs la astfel de activităţi voluntare/neplătite din cauza situaţiei economice precare, a situaţiei politice şi sociale în care se afla; era vorba despre o penurie de forţă de muncă, o criză economică şi instituţională după terminarea Primului Război Mondial, cât şi a uneia de legitimare politică a comuniştilor proaspăt veniţi la putere şi, evident, de construcţia unei noi identităţi statale. În primele texte traduse din ruseşte, comuniştii români au preluat acest termen sub ceea ce s-a numit aproape două decenii, exclusiv, muncă voluntară (astfel de munci erau făcute de muncitori, elevi şi studenţi, cetăţeni cu un trecut nesănătos sau deţinuţi de drept comun şi politici – acestora li se impuneau astfel de munci şi din perspectiva ideologică de reeducare prin muncă şi pentru muncă). Aşa cum s-a întâmplat în URSS şi în RPR/RSR, Munca Voluntară a fost introdusă la început din motive economice – de reconstrucţie a ţării după război cu ajutorul unor brigăzi de muncă voluntare (amintesc aici doar câteva obiective realizate de aceste formaţiuni de muncă - Bumbeşti-Livezeni, Agnita-Botorca sau Salva-Vişeu). Mai apoi, această muncă, a fost justificată ideologic – prin nevoia naturală a omului de a munci, ca după douăzeci de ani accentul să cadă din ce în ce mai mult pe caracterul patriotic al acestui tip de muncă. Începând cu finalul anilor şaizeci şi începutul anilor şaptezeci – Munca Voluntară s-a transformat din ce în ce mai mult în Muncă Patriotică. Mai întâi s-a numit munca voluntar-patriotică (conform Hotărârii Consiliului de Miniştri nr. 2198/1968) apoi, treptat a dispărut termenul de voluntară. În discursul public, aceasta era justificată prin caracterul ei patriotic, economic, educativ şi ideologic – astfel continuându-se construcţia socialismului şi a Omului Nou - şi evidenţiindu-se, din ce în ce mai des, caracterul de construcţie identitară a acestor acţiuni. Prin participarea populaţiei la astfel de activităţi, autorităţile încercau să creeze o nouă identitate, un nou trecut, prezent şi viitor; se dorea crearea unui cotidian (al populaţiei) cât mai apropiat de discursul oficial – Munca Patriotică a fost o piatră de temelie pentru consolidarea unui anumit tip de memorie, de ataşare a populaţiei pentru anumite valori, reguli, experienţe şi spaţii geografice (fizice şi simbolice). În anii şaptezeci-optzeci, Munca Patriotică era omniprezentă atât în discursul oficial, cât şi în viaţa de zi cu zi a fiecărui cetăţean, neţinându-se cont de vârstă, sex sau educaţie – oamenilor „amintindu-li-se că sunt egali şi că trebuie să muncească pentru Patrie[2]. După căderea comunismului, Munca Patriotică a dispărut din cotidian la fel de repede cum a şi apărut – peste noapte. A lăsat în urma ei însă ceva foarte important – Omul Nou. Omul care s-a născut în comunism, şi-a trăit prima parte din viaţă în acel sistem socio-politic, a asimilat anumite valori (morale, sociale, etnice, etc.) şi deprinderi (pe care le numesc conştiinţă). Cu siguranţă, din cotidianul acestuia nu a lipsit Munca Patriotică, iar ultimii douăzeci de ani de tranziţie i-a trăit fără a-şi redefini propria identitate. Ultimele sondaje făcute publice de IICCMER şi CSOP (2011[3]) arată că mai bine de jumătate dintre respondenţi consideră că a fost o idee bună comunismul şi susţin faptul că acel sistem a avut o contribuţie pozitivă la economie, educaţie şi cultură. Ei spun aceste lucruri din două motive majore: 1. sunt dezamăgiţi de noua clasă politică, iar după căderea comunismului au fost categoria de persoane care a avut cel mai mult de pierdut şi 2. acea parte din viaţa lor, trăită în comunism, i-a făcut să pună accentul pe alte tipuri de valori – cotidianul în socialism (chiar dacă a fost de multe ori greu de suportat frigul, întunericul sau lipsa hranei). Aceste lucruri le-au consolidat propria identitate (numită de ei şi conştiinţă) care se revendică de la acele valori, locuri, practici, etc. Memoria şi uitarea sunt cele două componente care (re)definesc/(re)clădesc identitatea (proprie şi de grup) în mod continuu. Munca Patriotică a fost un ingredient important în consolidarea unui anumit tip de memorie, a unui anumit tip de identitate şi de discurs identitar. Aceste activităţi i-au[4] dat sentimentul de participare la viaţa ţării, l-au legat simbolic de anumite obiective industriale sau agrare, culturale sau educaţionale – „a fost acolo!” – a construit Patria (fie că vorbim de metroul din Bucureşti, Aeroportul Otopeni, fabrica APACA sau de practica agricolă şi plantarea de copaci în parcuri – toate acestea sunt repere geografice cu o semnificaţie identitară pentru cel care a participat la astfel de munci[5]). Ori, după 1989 prea puţini sunt cei care se regăsesc în acţiunile clasei politice, în discursul identitar care este practic inexistent în spaţiul public.
Întrebări de cercetare și ipoteze
Cercetarea porneşte de la următoarele întrebări: Ce implicaţii a avut în viaţa cotidiană a oamenilor, a comunităţilor locale sau a unităţilor economice acest tip de muncă? Cum şi prin ce metode a fost impusă populaţiei? Care au fost implicaţiile socio-economice ale unei astfel de acţiuni de masă? Pe lângă motivaţiile politico-ideologice au fost şi unele de natură economică – acest tip de muncă a fost impus populaţiei şi ca un nou tip de impozit? Care a fost influenţa acestui tip de muncă asupra creării unei noi identităţi individuale şi naţionale? Oare acest tip de muncă a fost şi este o constrângere/o frână simbolică a populaţiei în vederea implicării şi astăzi în Societatea Civilă? Oare denumirea unei munci forţate – cu termenul de Muncă Voluntară – nu a făcut posibilă respingerea, cel puţin în anii nouăzeci, a tot ceea ce a însemnat implicare civică, activism şi voluntariat?
Toate aceste implicaţii trebuie analizate nu doar din punct de vedere social, politic sau economic, ci şi istoric – şi anume, să ne amintim faptul că în ultimii douăzeci de ani ai regimului comunist, România a trebuit să „strângă cureaua cheltuielilor” pentru a restitui datoria de la FMI şi pentru a ieşi din criza economică. Prin urmare, contextualizarea şi aprofundarea întrebărilor este esenţială pentru a putea oferi răspunsuri cât mai obiective cu putinţă. O altă perspectivă în abordarea acestor întrebări de cercetare este şi studiul memorialistic al identităţii. Întrebările specifice acestui tip de abordare sunt: Ce îşi mai amintesc oamenii despre Munca Patriotică? – Ce? Cum şi De Ce îşi mai amintesc într-un fel sau altul? Analiza biografică a interviurilor combinată cu Grounded Theory Metodology m-au ajutat să găsesc un răspuns coerent şi bine fundamentat la toate aceste întrebări.
Pornind de la aceste întrebări, cercetarea de faţă a trecut prin mai multe etape, iar fiecare etapă a adus cu sine noi ipoteze de lucru – fără, a le exclude însă, pe primele. La începutul cercetării am pornit de la ipoteza că Munca Patriotică era un mod prin care statul îşi exercita puterea asupra populaţiei. Aceste acţiuni voluntar-obligatorii le vedeam drept un abuz din partea statului. Tot în această fază a cercetării am dezvoltat şi ipoteza conform căreia acest tip de „obligativitate” a Muncii Voluntare a cauzat slaba implicare a populaţiei în Societatea Civilă post-decembristă – primele interviuri mi-au confirmat acest fapt. Când rugam subiecţii să-mi spună ce înseamnă Muncă Voluntară, în majoritatea cazurilor, răspunsurile erau unele după modelul următor: „am făcut maică dea muncă voluntară toată viaţa!”, iar dacă îi întrebam dacă se mai implică cumva şi acum spuneau că „au făcut destulă pe timpul lui Ceauşescu – ne-a ajuns, a fost destulă” (femeie, 79 de ani, fostă profesoară).
Odată cu începerea monitorizării de presă şi a lucrului în arhivă, am întâlnit din ce în ce mai multe documente, reportaje, stenograme, statistici care mi-au îndreptat privirea spre aspectul economic al acestor acţiuni. Majoritatea documentelor oficiale la partea de motivare şi justificare a necesităţii efectuării acestor activităţi Patriotice făceau referire la milioanele de lei economisiţi prin prestarea unor astfel de munci. De asemenea, şi analiza cadrului legislativ m-a făcut să mă gândesc la faptul că Munca Patriotică (Edilitar-gospodărească) scutea statul de anumite cheltuieli (curăţenia spaţiilor publice, construcţia podurilor, şcolilor, căminelor culturale, plantatul de copaci în parcuri, etc.). După analiza legislaţiei, cu precăderea a celei din anii şaptezeci – am introdus în cercetare următoarea ipoteză: Munca Patriotică a fost impusă populaţiei ca o nouă formă de impozit (vezi Capitolul III).
Pe lângă motivarea economică în tot mai multe articole analizate, am observat că nu lipsea nici perspectiva ideologică – motivarea necesităţii unei astfel de munci prin prisma ideologiei marxist-leniniste. Aceasta porneşte de la premisa că munca l-a creat pe om, munca este un factor de schimbare. Aşa cum unul dintre scopurile socialismului era crearea Omului Nou – munca putea fi un instrument şi un mijloc prin care putea fi creat acesta. Conform scrierilor lui Marx, în comunism, omul trebuia să muncească din plăcere să nu fie motivat de exemplu, numai de dorinţa îmbogăţirii. Prin urmare, am văzut Munca Patriotică un fel de exerciţiu de pregătire pentru atunci când omenirea trebuia să ajungă în comunism. Astfel, munca s-a transformat din mijloc în scop.
Aprofundând atât studiul teoretic, cât şi pe cel empiric, mi-am pus întrebarea, dacă nu cumva, Munca Patriotică era gândită şi ca un fel de pilon în crearea unui nou tip de discurs identitar? Oare prin introducerea acestei practici în cotidian populaţia a fost stimulată să-şi justifice propriul discurs identitar pornind de la anumite valori – cum ar fi, muncă, conştiinţă socialistă, etică socialistă, patriotism, etc. Interesant de studiat a fost şi faptul dacă nu cumva Munca Patriotică a fost un element de bază în fixarea unei memorii identitare. Acest lucru a putut fi verificat prin analiza a optzeci de interviuri biografice puse faţă-n faţă cu discursurile oficiale referitoare la Munca Patriotică şi la discursurile de tip identitar.
Pentru a nu menţine confuzia[6] între termenii care se referă la Muncile Patriotice am decis să fac o separare şi o analiză clară a contextului istoric, juridic, ideologic şi economic. Perioada aleasă pentru studiul de faţă: ultimii douăzeci de ani din comunism – 1970-1989; Cu ajutorul cercetării de tipul Alltagsgeschichte am reuşit să introduc în studiul de faţă şi primii douăzeci de ani după căderea acestui regim politic (-20[1989]+20). Menţionez acest lucru deoarece memoriile subiecţilor intervievaţi nu se referă niciodată doar la trecut, la ceea ce s-a întâmplat acum douăzeci de ani şi nu se face abstracţie nicio secundă de prezent şi de aşteptările acestora/proiecţiile de viitor. Orice poveste spusă, orice interviu referitor la evenimente şi sentimente din trecut ţine cont şi de aceste două variabile: prezent şi viitor – care sunt componente ale discursului identitar.
În ultimul secol, memoria (văzută din perspectiva ştiinţelor sociale) a devenit un element esenţial în construirea identităţii atât din punct de vedere social, cât şi cultural. Aceasta a stabilit nu doar rădăcinile unei continuităţi lineare, ci şi-a găsit şi justificarea, legitimarea (chiar) identitară. Memoria a devenit un fel de izvor al religiei identitare (Misztal, 2003; p. 47).
Atunci când vorbim de identitate, nu vorbim doar de prezent – ci în acelaşi timp şi de trecut şi mai cu seamă de viitor. Identitate este termenul care desemnează calea/poziţionarea noastră faţă de noi înşine în corelaţie cu povestea trecutului nostru (Erens, 2000; p. 45). Conceptul de identitate nu este doar unul de tipul „de la cine ne tragem” – ci şi unul de tipul „ce vom deveni” sau „cine suntem şi ce facem în acest moment”? Aceste caracteristici nu sunt valabile doar pentru individ ca persoană, ci şi pentru colectivităţi, naţiuni întregi. Toate cele trei posibilităţi (din punct de vedere al raportării la trecut, prezent şi viitor) le-am întâlnit de cele mai multe ori împreună. Din analiza de presă şi a discursurilor oficiale am observat o încercare de a construi o naraţiune care să aibă un început şi un sfârşit: de la cine ne tragem, cine suntem şi încotro mergem („spre comunismul înfloritor”)? Astfel, puterea politică a creat o naraţiune cu un început şi cu un final foarte clar identificate în discursul public (Misztal, 2003; p. 10). Mai trebuie menţionat faptul că trecutul, din acest punct de vedere, poate fi împărţit în două categorii: (1) AMINTIRI şi (2) UITĂRI, iar ceea ce ne interesează este să răspundem la următoarele întrebări - când, cum şi de ce ni-l amintim într-un anumit fel şi ce anume şi de ce am uitat? (Vezi capitolul II.2.5. Memorii individuale/amintiri personale)
Prin urmare, cercetarea de faţă nu răspunde doar la întrebarea „ce a însemnat acest tip de muncă acum 20-40 de ani?” – ci şi la întrebarea „cum îşi aduc aminte acele evenimente şi cum le-a influenţat (le influenţează) viaţa subiecţilor intervievaţi?”
Studiul comparativ al analizei poveştilor de viaţă cu privire la viaţa cotidiană în comunism şi analiza acestei imagini (a cotidianului) în presă şi în discursurile politice/ideologice aduc un plus acestei cercetări prin evidenţierea punctelor comune şi a celor divergente. Prin acest tip de studiu se poate compara şi analiza care dintre „argumentele”/ din proiecţiile identitare la nivel oficial se regăsesc şi astăzi în memoria populară? Care au fost mecanismele de fixare a unei memorii şi de creare a unui anumit tip de discurs identitar? Care au fost factorii pre şi post - decembrişti 1989 care au contribuit la schimbarea sau menţinerea unui anumit tip de discurs identitar/narativ? Mi-am construit designul metodologic în aşa fel încât să nu studiez doar faptele, legile, datele statistice, ci şi semnificaţiile atribuite de subiecţi unor experienţe cotidiene. Nu m-a interesat doar cum s-au întâmplat anumite fapte, ci şi cum se raportează (şi cum s-au raportat) cei care-mi povestesc la acestea, ce tip de semnificaţii au oferit ei atunci acelor evenimente şi ce semnificaţie îi acordă astăzi? şi o întrebare mai importantă este dacă acele acţiuni le-au influenţat viaţa în vreun fel sau dacă o mai pot influenţa şi în prezent?
Chiar dacă la începutul cercetării credeam că voi avea foarte multe răspunsuri şi memorii care să-mi confirme indignarea/supărarea/starea de revoltă a persoanelor intervievate în legătură cu acel abuz din partea statului, pe măsură ce numărul interviurilor realizate/analizate creştea, constatam că acel abuz nu mai este perceput de mulţi drept un abuz, ci este văzut, mai degrabă, ca o experienţă care a făcut parte din trecutul lor, era văzut drept o normalitate şi, nu de multe ori, am primit răspunsuri de genul „şi ce era să facem?” (bărbat 76 de ani, fost profesor) ca, după scurt timp, să-mi descrie părţile educative ale acelor activităţi sau chiar „farmecul acelor seri de tabără din studenţie” (femeie, 84 de ani, fostă contabilă).
Lipsa unui astfel de studiu care să pună accentul pe contextul istoric, legislativ, ideologic şi în acelaşi timp să cerceteze viaţa de zi cu zi în comunism, legate de o experienţă atât de controversată cum este Munca Patriotică, m-a motivat să realizez această cercetare. Am decis să studiez acest subiect din două motive: 1. în cercetările realizate înaintea admiterii la studiile doctorale, de mai multe ori, subiecţii intervievaţi ajungeau să-mi povestească evenimente legate de astfel de practici; aceştia se raportau atât de diferit la ele şi totodată cu o uşurinţă la fel de mistică – încât, dacă m-aş fi născut după 1989 şi nu aş fi trăit în URSS şi apoi într-o ţară care a mai păstrat rămăşiţele Subotnicilor - unde şi astăzi elevii mai sunt scoşi toamna câteva săptămâni la câmp pentru a ajuta la strânsul recoltei – m-aş fi gândit că „dacă nu am participat la astfel de acţiuni - am pierdut tot ce era mai frumos în viaţa asta” şi 2. interesul cum o activitate impusă în cotidian poate deveni o normalitate cu trecerea anilor şi cum se raportează oamenii (şi care sunt categoriile şi poveştile acestora) la astfel de activităţi. Şi dacă ar fi să amplific ipoteza şi întrebarea de cercetare referitoare la Munca Patriotică şi influenţa acesteia asupra civismului românilor – m-aş întreba dacă clasa politică actuală nu a impus un discurs identitar sau legat de civismul populaţiei, tocmai din cauza faptului că şi ei au fost antrenaţi în astfel de munci în tinereţe, iar în acest moment au o repulsie faţă de tot ceea ce le aminteşte de Munca Patriotică?

IMPLICAȚII ȘI CONCLUZII FINALE

Cercetările sociologice şi cele istorice cu privire la transformările sociale după căderea comunismului (Deletant, D. (1995, 2006), Denize, E. şi Mata, C. (2005), Oprea, M. (2002, 2003, 2004), Ernu,V. (2008), Păiuşan, C., Ion, D.N., Retegan, M. (2002), Tănase, S. (1998),
Tismăneanu, 2005, Tismăneanu, V., Howard, M. M., Rudra, S. (2009). Troncotă, C, (2006) etc.), precum şi cele cu privire la clasele sociale într-o perspectivă culturalistă au tendinţa să prezinte populaţia (cu precădere muncitorii) mai degrabă ca victime pasive faţă de schimbările sociale, decât ca actori înzestraţi cu o puterea de reflecţie/gândire. În majoritatea cazurilor, este acordată puţină atenţie manierei în care cei care au trăit în comunism fac faţă transformărilor sistemelor socialiste şi capitaliste în mod individual/cu referiri la experienţele lor cotidiene; utilizând resurse diverse de care dispun, de convingerile lor culturale şi de capacităţile lor reflexive/sau cum îşi definesc trecutul, prezentul şi proiectul lor propriu de viaţă. Pentru a acoperi această lacună, în înţelegerea sociologică (sau a da un sens sociologic) al acestor transformări, cercetare de faţă abordează una din experienţele acestor oameni (Munca Patriotică) comparată cu alte perspective: cea oficială cu cea personală/subiectivă, cea economică cu cea politică/ideologică, istorică şi cu cea juridică. Aceasta pentru că am pornit de la premisa că o astfel de practică a fost una complexă şi cu foarte multe implicaţii în ceea ce numim viaţa cotidiană şi interpretările personale şi oficiale ale unor anumite trăiri impuse de puterea politică unei populaţii.
Dată fiind noutatea întrebărilor de cercetare (întrebări derivate din cea generală – ce a însemnat Munca Patriotică pentru populaţia României) în contextul transformărilor din perioada regimului comunist, apoi cele din postcomunist în România, am optat pentru metode de analiză calitative. Analiza empirică combină abordarea biografică şi GTM. Folosind tehnica biografiei narative a lui Schutze (1983), am intervievat 80 de persoane care au efectuat Muncă Patriotică, alese după principiile eşantionării teoretice, alcătuit din bărbaţi şi femei, de diferite vârste, angajaţi în întreprinderi industriale, în construcţii şi comerţ, în învăţământ, sistemul militar, pensionari etc. Analiza poveştilor lor de viaţă s-a derulat după procedurile GTM de codificare a datelor, de redactare a pasajelor tematice şi de construire a unui concept teoretic într-un raport riguros atât cu date empirice, cât şi cu un arsenal de cunoştinţe teoretice (sensibilitate teoretică). Trei întrebări/ipoteze suplimentare de cercetare au fost formulate în interrelaţionarea dintre analiza datelor şi elaborarea teoretică (vezi Tabel 2. Sinteza evoluţiei ipotezelor, a viziunilor şi a perspectivelor teoretice asupra subiectului cercetat în cei trei ani de doctorat).
Analiza relevă la subiecţii intervievaţi un caracterul puternic ambivalent al reinterpretării experienţelor cotidiene şi a propriului discurs identitar.
Cercetarea contribuie, de asemenea, la dezbaterile teoretice în trei domenii. În primul rând, aceasta oferă noi perspective pentru sociologia post-socialismului prin analiza de cauzalitate a construirii unui nou discurs identitar la nivel oficial şi social, noi perspective asupra memoriei populare şi a influenţei acesteia asupra interpretărilor aduse unor evenimente cotidiene. Toate acestea apar, mai degrabă, sub forma unor activităţi de negociere decât ca o formă de pasivitate, continuitate sau de victimizare. În al doilea rând, cercetarea a îmbogăţit dezbaterile în domeniul studiilor cu privire la viaţa cotidiană în comunism şi a influenţei pe care o are trecutul asupra prezentului, dar şi a prezentului asupra trecutului. Şi în al treilea rând, prin folosirea GTM am analizat, descris şi dezvoltat acest tip de metodologie de cercetare pentru domeniul ştiinţelor politice, a cercetărilor care se bazează preponderent pe date empirice.
Chiar dacă majoritatea subiecţilor intervievaţi pentru realizarea acestui studiu sunt de acord asupra faptului că fiecare persoană are drepturi egale şi că a forţa pe cineva să facă un anumit lucru este injust, atunci când vine vorba de propriile experienţe legate de Munca patriotică totul se schimbă. În urma analizei cauzelor şi efectelor acelei forţări, prezint următoarele: mai bine de jumătate dintre cei intervievaţi spun că efectele acelor acţiuni au fost unele pozitive (s-a construit, s-a învăţat din acea muncă, s-au creat valori materiale şi umane, s-au remodelat caractere şi identităţi); în jur de patruzeci la sută dintre intervievaţi spun că principalele cauze ale obligării ieşirii la astfel de munci erau unele nobile – pentru Patrie, pentru binele comun, pentru natură etc. Aici intervine ceea ce am numit mai sus, sub diferite forme, memoria socială şi respectiv uitarea. Iar în jur de douăzeci la sută au fost cei care au spus clar şi răspicat faptul că Munca Patriotică a fost un abuz din partea statului. Aceştia, în majoritatea lor, sunt tineri care la momentul decembrie 1989 aveau sub douăzeci de ani – respectiv aveau să lege de astfel de experienţe cotidiene mai puţine poveşti contextuale. Aceştia au fost cei care şi-au definit propria identitate în funcţie de cu totul alte repere socio-politice. Nu am observat să existe diferenţe de răspunsuri pe alte criterii – cele de rezidenţă, religioase sau de gen, şi aceasta pentru că la astfel de munci au fost implicate toate categoriile sociale. De asemenea, menţionez şi faptul că am întâlnit mai mulţi subiecţi care spuneau că anumite munci erau pentru bărbaţi – însă erau prestate în aceiaşi măsură şi de femei. Condiţiile igienice, de cazare şi mâncare, de lucru şi de odihnă au fost descrise, în funcţie de subiecţi şi de locul unde şi-au desfăşurat activitatea – fie ca fiind unele foarte bune, fie foarte proaste. Acest lucru poate fi interpretat şi în funcţie de alte variabile, şi anume – aşteptările subiecţilor, schimbările din viaţa lor din ultimii ani sau chiar a felului cum şi ce îşi aduc aminte aceştia.
Analiza de presă, apoi analiza biografică a interviurilor mi-au confirmat faptul că prin Munca Patriotică PCR dorea să întărească ataşarea poporului de anumite valori naţionale şi ideologice. Prin interpretarea istoriei şi a faptelor istorice (nu doar a istoriei recente) PCR nu făcea doar delimitarea de vechea clasă politică, ci şi încerca să creeze o nouă identitate naţională, iar prin implicarea fiecărui român în astfel de acţiuni - şi a identităţii individuale. Trebuie să remarc faptul că, în presă şi în discursurile oficiale, era mult mai vizibil (prezent) caracterul naţional/patriotic decât cel ideologic al argumentărilor şi motivărilor introducerii unor astfel de munci. Ideologia marxist-leninistă[7] era folosită doar ca un pretext/un paravan de justificări până la un anumit punct, de cele mai multe ori apelul la argumentele de natură ideologică se făcea doar în primele rânduri/propoziţii, ca pe parcursul întregului articol să se pună accentul pe argumente de natură naţională, economică, estetică etc.
Privind lucrurile din această perspectivă, pot afirma faptul că, la fel ca şi în cazul discursurilor din presă, nici subiecţii intervievaţi nu au făcut apel la valori de natură ideologică, ci au recurs mult mai des, la cele legate de cotidianul imediat – „nevoia de a vedea parcurile curate”, „de a ajuta comunitatea”, „de a contribui la economia ţării”, „de a nu fi pedepsiţi sau de a fi remuneraţi” pentru participarea la astfel de munci. Am observat că în discursul acestor persoane apare acel concept foarte prezent şi în presa vremii – conştiinţă – care este direct legat de muncă şi de educţie. Majoritatea subiecţilor fac referire la aceste trei elemente – conştiinţă, educaţie şi muncă – indiferent dacă aceasta se referă la experienţele lor ca la unele negative sau pozitive. Munca Patriotică apare, în memoriile subiecţilor, drept o datorie de conştiinţă (mai degrabă morală decât legală/juridică) – „nu puteai să zici că nu vrei să mergi la muncă. Acolo mergea tot colectivul. Ce ar fi zis ei despre tine. Trebuia să fii om şi să nu laşi doar pe alţii să muncească, iar tu să te scuzi tot timpul” (femeie, 77 de ani, a lucrat în administraţia publică locală). Prin astfel de atitudini înţeleg că acest tip de muncă a devenit o normalitate – nu mai putea fi contestat nici legal, nici moral.
Aşa cum s-a văzut în analiza de presă, multe legi se suprapuneau în anumite prevederi – tratau aceleaşi probleme – încurajau statul să folosească „munca forţată”. Prin cea mai mare partea a prevederilor acestor legi, legiuitorul nu făcea altceva decât să combine codul etic din socialism cu unele valori naţionaliste. Pe prim plan sunt puse: dragostea faţă de ţară şi de muncă, avutul obştesc şi implicarea cetăţenească. Activităţile cu caracter civic – nu se mai întreprind din iniţiativele indivizilor, ele sunt trecute în grija statului – cel care decide cine, cât, unde şi când trebuie să se implice în acţiuni voluntar-patriotice.
De exemplu, dacă presa de atunci, punea accentul (şi simbolic şi material) pe acest tip de muncă, oare ce spun statisticile: era oare o astfel de practică economic profitabilă? Ziarele şi stenogramele din Arhivele PCR, cât şi preambulul legilor şi articolelor de promovare a acestora în presă, spun clar că da – acest beneficiu era văzut imediat – toate culturile erau strânse de pe ogoarele Patriei, iar industria înflorea. Dar oare nu erau aceste date distorsionate şi manipulate ideologic, nu erau oare făcute raportări false la centru? Oare elevii şi studenţii nu au avut de suferit (fizic şi psihic)? După cum ştim, efectele unei proaste educaţii, a întreruperii anului şcolar de mai multe ori în vederea muncilor agricole sau în interes obştesc, se văd peste ani de zile. Poate că în aceste zile aveam de suferit de pe urma acelor acţiuni. Istoriile de viaţă sunt, pe cât de diferite, pe atât de asemănătoare. Ele denotă nu doar percepţia unui om care a trăit în acele vremuri, ci şi impresiile unei persoane care trăieşte acum şi gândeşte în termenii de astăzi problemele de atunci. Acest tip de muncă patriotică este văzut şi ca o formă de disciplinare, dar şi ca o modalitate de a-i face pe oameni să fie ocupaţi cu ceva şi să nu aibă timp de „prostii” (Bărbat, 72 de ani, fost muncitor la RATB). Este văzut şi ca o relaxare, ca o vacanţă, un timp liber petrecut cu folos, dar şi ca o povară sau lezare a demnităţii umane. Probabil că adevărul este undeva la mijloc. Eu am încercat să creionez toate aceste perspective – însă realitatea este mult mai complexă, în funcţie de context, subiect, timp, loc şi interpretare personală sau colectivă a unei astfel de problematici. Din analiza legislaţiei care reglementa acest tip de muncă pot spune că a fost impusă populaţiei, în primul rând, ca un nou tip de impozit[8] (dacă este să vorbim din punct de vedere economic, iar, în al doilea rând, din punct de vedere ideologic ea a fost impusă ca o valoare etică şi morală (necesară în socialism, coerentă cu Codul Eticii şi Echităţii Socialiste). În majoritatea legilor se specifică faptul că munca este un instrument de dezvoltate a omului /a societăţii, aceasta era o obligaţie şi totodată o condiţie în dezvoltarea personală şi naţională/socială. Era, de fapt, şi mijlocul prin care se putea ajunge la scopul suprem – Societatea Comunistă. Aşa cum am arătat, prin impunerea unei astfel de experienţe în cotidian a fost vorba şi de un „transfer” de responsabilitate de la centru către autorităţile locale şi implicit către populaţia RSR. În acest sens, cetăţenii preluau nu doar unele responsabilităţi şi obligaţii ce le reveneau autorităţilor locale, ci şi o nouă formă de culpabilizare, de asumare a unor posibile nemulţumiri şi eşecuri pe plan local şi chiar naţional.
Chiar dacă mai bine de jumătate dintre persoanele intervievate susţin că Munca Patriotică a fost un lucru pozitiv în viaţa lor, paradoxal este faptul că ei au refuzat după 1989 să se implice în acţiuni civice, motivând această neimplicare prin faptul că „au muncit destul voluntar pe timpul lui Ceauşescu”. Această contradicţie poate fi interpretată prin faptul că acel tip de muncă impusă ( cu forţa), pe de o partea, le-a cimentat un anumit tip de ataşament faţă de propria identitate, iar pe de altă parte, le-a produs un anumit tip de repulsie faţă de astfel de acţiuni; iar pentru a se delimita de actuala societate, fac distincţia între cei care au muncit înainte de 1989 şi cei care muncesc după căderea regimului comunist – NOI suntem cei care munceam, iar VOI – sunteţi cei care nu aţi făcut nimic – prin urmare, (majoritatea lor) au ales să nu se mai implice în viaţa civică.
Analizând şi comparând tot timpul discursul public, contextul politic, economic, istoric, juridic cu cel legat de memoriile populare - am demonstrat cum un concept inventat în Uniunea Sovietică şi-a căutat motivarea/originea în ideologia marxist-leninistă şi utilitatea lui la îndeplinirea unui scop ideologic şi în RSR. Acesta s-a transformat din Muncă Voluntară în Muncă Voluntar - Patriotică, apoi în Muncă Patriotică, iar spre finalul anilor optzeci s-a multiplicat prin ceea ce se numea: Practica (agricolă sau industrială) sau acţiunile celor 3R: Recuperare, Reciclare, Refolosire – toate acţiunile neplătite au ajuns să se numească Patriotice sau Voluntare. Semnificaţia cuvântului voluntar începuse să devină – obligatoriu/forţat[9]. Pentru a fi justificată introducerea sa în viaţa cotidiană a populaţiei, s-a recurs la argumente de natură ideologică, etică, educaţională, militară şi chiar cotidiană (vezi nevoile primare – de exemplu a ieşi la munca Patriotică de genul, deszăpezirii străzilor pentru a face drum maşinii de pâine sau de lapte spre magazinul din cartier). După douăzeci de ani de la căderea comunismului – memoria socială mai păstrează unele valori, trăiri şi sentimente în concordanţă cu propaganda acelor ani. O parte din populaţie încă îşi mai justifică discursul identitar din acele acţiuni de Muncă Patriotică. Aşa cum în literatura de specialitate nu putem vorbi de memorie, ci de memorii - şi în acest caz avem o mulţime de raportări la trecutul recent – respectiv la propria identitate.
Aşa cum am prezentat în lucrarea de faţă, memoriile persoanelor intervievate şi modul de a justifica participarea lor la acţiunile de Muncă Patriotică nu difereau prea mult de discursul oficial (dealtfel, singurul). Aceştia îşi povestesc propriile trăiri pornind de la discursul oficial legat de aceste practici. Astfel, au apărut, în istoriile lor de viaţă teme precum: educarea prin muncă, munca pentru ţară, implicare în acţiuni de interes obştesc, patriotism etc. Acest fapt ne arată că populaţia a internalizat propaganda.
Efectele Muncii Patriotice din Republica Socialistă România sunt vizibile şi astăzi.

Context
The Socialist Republic of Romania (SRR) has known during the communist dictatorship, like any other socialist country, a certain type of citizens’ social involvement called patriotic work by the authorities or voluntary-obligatory work by the population. In fact, it was a type of compulsory work (unpaid/forced labor) which originates in what Lenin was calling in 1919 Subotnic – free work on Saturdays in the benefit of the state. Lenin was talking about the workers (communists) working on the Moscow-Kazan railway who decided that year to work “six hours a week for the mother land”. The Soviet Union used unpaid/voluntary activities due to its scarce economic resources, its political and social situation. We are talking about scarce labor force, economic and institutional crisis after the Second World War as well as a political legitimacy crisis of the communists who were new in power and a crisis of national identity-building. In the first translated Russian documents, Romanian communists took over this term under what was called exclusively for almost twenty years voluntary work (this kind of work was done by workers, pupils and students, citizens with unhealthy background or regular and political prisoners – with the last being imposed to work from an ideological perspective as well so as to be re-educated through and for work). As in URSS, in SRR voluntary work was introduced for economic reasons – to reconstruct the country after the war with the help of voluntary work brigades (I will only point out here a few objectives these brigades realized: Bumbesti-Livezeni, Agnita-Botorca or Salva-Viseu). Further on, this type of labor was ideologically justified through the human natural need to work. Twenty years after, the emphasis was put more and more on the patriotic character of this type of labor. Starting with the end of the 1960s and the beginning of the 1970s voluntary work turned into patriotic work. It was first called patriotic-voluntary work (according to Decision no. 2198/1968 of the Council of Ministers) and then the term voluntary gradually disappeared. In public speech this was justified by the patriotic, economic, educational and ideological character of labor - thus continuing the construction of socialism and of the New Man – and the identity-building efforts became more obvious. Through popular participation in these activities the authorities were trying to create a new identity, a new past and present. The communists wanted to create a new daily routine for the population that was as close as possible to the official discourse: patriotic work was the cornerstone of the consolidation of a certain type of memory, of popular attachment toward certain values, rules, experiences and geographic spaces, both physical and symbolic. In the 1970s-1980s patriotic work was omnipresent both in the official discourse and in daily lives, without distinctions based on age, sex or education, people being reminded that “they are equal and have to work for the mother-land”[2]. After the demise of the communist regime, patriotic work disappeared as swiftly as it appeared, over night. However, it left behind it something very important: the New Man. The Man born during Communism lived part of its life in the respective socio-political system, assimilated certain values (moral, social, ethnic etc.) and habits (which I will call Conscience). It is certain that from its daily life patriotic work was not absent and the latest twenty years of transition were spent without redefining its identity. The latest opinion polls commissioned by the IICCMER and CSOP (2011[3]) showed that more than half of respondents think communism was a good idea and that it had a positive contribution to the economy, education and culture. They say that because of two main reasons: 1. They are disappointed with the new political class and after the fall of communism they were part of the category of people who had most to lose from it; 2. The part of their lives spent during communism made them emphasize other type of values: the daily occurrence (even though it was sometimes hard to stand the cold, the darkness or lack of food). These things consolidated their identity (also called by them conscience) which has its roots in these values, practices, places etc. Memory and oblivion are the two components which (re)define/(re)build identity (for both individuals and groups) continuously. Patriotic work was an important ingredient in consolidating a certain type of memory, a certain type of identity and identity speech. These activities gave people[4] a feeling of participating in the life of their country, symbolically tied them to certain industrial and agrarian, cultural and educational objectives – “they were there”, they built the mother-land (whether we talk about the Bucharest metro, Otopeni Airport, APACA plant, or the agricultural work and planting trees in parks, all these are geographic identity-laden reference points[5]). After 1989 too few identify themselves with the action of the political class or in the identity speech which is basically inexistent in the public domain.
Research questions and hypotheses
The research starts from the following questions: what were the implications of voluntary work on people’s, local communities’ and economic units’ daily lives? How and through which methods was it imposed? What were the socio-economic implications of this type of mass activities? Apart from political-ideological motivations were there any economic ones – was voluntary work imposed on the population as a new form of tax? What was voluntary work’s influence on the creation of a new individual and national identity? Was and is this type of work a symbolic constraint/break in today’s people’s involvement in the civil society? Did the name of forced labor – voluntary work – make possible at least in the 1990s the rejection of everything civic involvement, volunteering and activism meant?
All these implications must be analyzed not only from a social, political, economic point of view, but also from a historical one. More precisely, we have to remember that in the last twenty years of communism Romania had to tighten the belt to pay back the IMF debt and overcome the economic crisis. Thus, contextualizing and deepening the questions are essential in order to offer answers as objective as possible. Another perspective in approaching these questions is the memorial study of identity. The specific questions for this type of approach are: what do people remember about the patriotic work? What, how and why do they remember in one way or another? The biographic analysis of interviews combined with grounded theory methodology helped me find a coherent and well-grounded answer to all of these questions.
Starting from these questions, the present research has gone through many stages and each of them has worked on new hypotheses without excluding the first ones. At the beginning of the research I started from the hypothesis that patriotic work was a means by which the state exercised its power over the population. I saw these voluntary-compulsory actions as a state abuse. Also at this first stage of my research am developed the hypothesis that this type of obligation of voluntary work led to the weak involvement in post-communist civil society and the first interviews confirmed it. When I was asking my subjects to tell me what voluntary work means, in most of the cases the answers were the following: “I did voluntary work all my life!” and if I asked them whether they are active in any way now they would say that “they did enough during Ceausescu times – we had enough, it has been enough” (79-year old woman, former teacher).
Once I started press monitoring and archive research I found more and more documents, reportages, shorthand records, statistics that made me look at the economic side of things. Most of the official documents referred to the millions of lei saved through voluntary work when it came to justifying and explaining why it is necessary. Moreover, analyzing the legislation made me think at the fact that patriotic work helped the state cut back on some expenses (cleaning public spaces, building bridges, schools, community centers, planting trees etc.). After analyzing legislation, especially that from the 1970s I have introduced the following hypothesis: patriotic work was imposed on the population as a new form of taxation (see chapter III).
Besides the economic justification, I have noticed in many of the articles I studied that the ideological perspective was also present and it motivated the necessity of voluntary work from the Marxist-Leninist perspective. This starts from the premise that work made the man and work is a drive for change. As one of the purposes of socialism was to create the New Man, work could be an instrument and a means by which to do this. According to Marx, in communism people had to work out of pleasure and not ne driven only by a wish to become rich. Thus, I looked at patriotic work as an exercise so as to prepare humankind to get to communism. Work, therefore, moved from being a means into being a purpose.
Going in depth with the theory and empiric study I asked myself whether the patriotic work was not also a pillar in creating a new type of identity speech. Was the introduction of this practice a stimulus for the population to justify its own identity speech starting from certain values, such as work, socialist conscience, socialist ethics, patriotism etc. It was also interesting to study whether patriotic work was not equally a cornerstone in entrenching an identity memory. This was verified through analyzing 80 biographical interviews mirrored with official speeches dealing with patriotic work and with identity.
In order not to prolong the confusion[6] between the wordings of patriotic work I have decided to clearly separate and analyze the historical, juridical, ideological and economic context. The period of time I chose for this research was the last twenty years of communism: 1970-1989. Using the Alltagsgeschichte type of research I managed to also introduce in this study the first twenty years after the fall of the communist regime (-20[1989]+20). I am mentioning this because the memories of those interviewed never refer to the past only, to what happened twenty years ago, but there are references to the present and their expectations and projections towards the future all the time. Any story, any interview referring to events and feelings from the past takes into account the two variables, which are part of identity discourse: past and future.
In the past century memory (seen from the perspective of social sciences) became an essential element in constructing identity both socially and culturally. This not only established the roots of a linear continuity, but also found its identity justification and legitimacy. Memory became a sort of source of identity religion (Misztal, 2003; p. 47).
When we talk about identity, we don’t just look at the present, but also at the past and most importantly at the present. Identity is a term that defines the way/positioning that we have in relation with ourselves but correlated with a story of our past (Erens, 2000; p. 45). The concept of identity is not just referring to our origins, but also to what we will become or who we are and what we do at present. These characteristics are not only valid for individuals, but also for communities and entire nations. I have most of times encountered the three possibilities (from the perspective of past present and future) together. By analyzing the media and official speeches I have observed an attempt to construct a story with a beginning and an end: where we come from, who we are and where we go (towards a flourishing communism?). Thus political power created a story with a clearly identifiable beginning and end in the public discourse (Misztal, 2003; p. 10). Another thing also needs to be mentioned: the past from this perspective can be split into two categories – (1) memories and (2) oblivion. We are therefore interested in answering the following questions: when, how and why do we remember the past in a certain way and why and what do we forget? (see chapter II.2.5. Individual memories/personal recollections)
By consequence the present research does not only answer the question “what did this type of work mean 20-40 years ago”, but also to the question “how do people remember those events and how was their life influenced by them?”
The comparative study of the life stories with respect to daily life in communism and the analysis of the daily life picture reflected by the media and by ideological/political speeches bring a new light to this research by stressing the common or diverging aspects. Through this type of approach we can compare and analyze which of the arguments and identity projections at official level can be found even today in popular memory. What were the mechanisms to entrench a certain memory and create a certain type of identity speech? What were the before and after 1989 factors which contributed to the changing or maintaining a certain type of identity or narrative discourse? I have built up my methodological design in such a way that I did not only study facts, laws, statistics, but also the meanings that people attached to certain experiences. I was interested in how certain facts happened, as well as in how people reflected them and what type of understanding they offered and offer today for those events. Another important question is if those activities influenced their lives in a way or if they can still do so.
Despite the fact that at the beginning of the research I thought I would have many answers and memories to confirm an indignation/spite/revolt of those interviewed regarding the abuse of the state. As I was advancing with analyzing the interviews I realized that the abuse was no longer perceived by many as an abuse but it is more likely seen as an experience from the past, as normality. I have for instance many times received the answer: “what were we supposed to do?” (76-year-old man, former teacher) and then I was told about the educational benefits of those activities or even the “charm of those summer student camp” (84-year-old woman, former bookkeeper).
In the absence of a study that would emphasize the historical, legislative, ideological context and that would at the same time research the daily life under communism, I was very motivated to research such a controversial topic as patriotic work. I decided to study this topic for two main reasons: 1. Before starting my PhD research many time the people I was interviewing were telling me about events related to patriotic work; they had different perspectives on them and reported about them with such a mystical easiness that if I were born after 1989 and hadn’t lived in the USSR and then in a country that still kept the remains of Subotniks (by which students are still taken out for a few weeks in the fall to help gather the crop) I would have thought that “without participating in patriotic work I missed out on the best part of life”. 2. I was puzzled by the way in which an imposed activity can become normality with the years and how people reflect that experience (which categories of people and what are their stories). If I were to amplify the hypothesis and the research question regarding patriotic work and its influence on Romanian’s civic attitudes, I would ask myself whether current politicians are not bound in their identity and civic values discourse by their own experience with patriotic work and have a repulsion towards anything that reminds them of it.
FINAL REMARKS
The sociological and the historical researches on the social changes after the fall of the communism (Deletant, D. (1995, 2006), Denize, E. şi Mata, C. (2005), Oprea, M. (2002, 2003, 2004), Ernu, V. (2008), Păiuşan, C., Ion, D.N., Retegan, M. (2002), Tănase, S. (1998), Tismăneanu, 2005, Tismăneanu, V., Howard, M. M., Rudra, S. (2009). Troncotă, C, (2006) etc.), as well as those regarding the social classes from a culturalist view tend to present the population (especially the workers) rather as passive victims of the social changes, than actors gifted with the power to contemplate/think. In most of the cases, little attention is given to the manner in which those who lived during communism have individually faced the changes of the socialist and capitalist systems, with reference to their daily experiences, and by using different resources they dispose of, cultural believes and their thoughtful capacities/or the way they define their past, present and their own life project. In order to fill this gap, in the sociological understanding of these changes (or to give a sociological meaning), the present research aims at going in-depth of one of the experiences of these people (The Patriotic Work) in comparison to other perspectives: the official one and the personal/subjective one, the economic and the political/ideological, the historical and the juridical one. The starting point is the premise that such a practice has been a complex one and with many implications in what we call the everyday life and the personal and official interpretations of certain experiences forced by the political power.
Giving the freshness of the research questions (questions derived from the general one – what the Patriotic Work meant for the Romanian population) in the context of the changes during the communist regime period, then those form the post-communism in Romania, I chose the methods of qualitative analysis. The empirical analysis combines the biographic approach and GTM. By using the technique of narrative biography of Schutze (1983), I have interviewed 80 persons who have made Patriotic Work, chosen in accordance to the theoretical sampling principles, composed of men and women, of different ages, employed by the industrial enterprises, in constructions and trade, education, military system, retirees etc. the analysis of their life stories was done in accordance to the GTM procedures for data coding, for editing the thematic passages and for building a theoretic concept in a rigorous report containing both empirical data, and a stock of theoretical knowledge (theoretical sensitivity). Three questions/supplementary research hypothesis have been formulated as interrelations between the data analysis and theoretical elaboration (see Table 2. The synthesis of the evolution of hypotheses, visions and theoretical perspectives upon the subject researched during the three years of doctorate).
The analysis emphasizes for the interviewed subjects a strong ambivalent character of reinterpreting the daily experiences and of their own identity speech.
The research also contributes to the theoretical debates in three fields. First of all, it brings new perspectives for the post-socialism sociology through the causality analysis of building a new identity speech on an official and social level, new perspectives upon the popular memory and its influence upon the interpretations of certain daily events. All these rather appear under the form of negotiation activities than in the form of passivity, continuity or victimization. Secondly, the research has enriched the debates in the field of the studies on the daily life during communism and of the influence that the past has upon the present, and the present upon the past. Thirdly, by making use of GTM, I have analyzed, described and developed this type of research methodology in the field of political sciences, of the researches that are mainly based on empirical data.
Even if most of the subjects (respondents) interviewed for this study agree upon the fact that each person has equal rights and forcing someone to do a certain thing is wrong, when it comes to the personal experience pertaining to the Patriotic Work, everything changes. After analysing the causes and effects of that “forcing”, allow me to present the following: more than half of the respondents say that the effects of those actions were positive (that work provided development, lessons to be learned, values have been created, both material and human, characters and identities have been remodeled); around forty percent of the interviewed say that the main causes of forcing people to do such work were noble – for the Mother Country, for the common good, for nature etc. This is where what I have mentioned above comes into place, under different forms, namely the social memory and the forgetting. About twenty percent were those who said loud and clear that the Patriotic Work was an abuse of the state. These ones, most of them, are young people who in December 1989 were under twenty years old – thus they shall connect to these daily experiences less contextual stories. These were those who defined their own identity in accordance to completely different socio-political landmarks. I have not noticed any differences in answers based on other criteria – the resistance ones, religious or of gender, and that is because in this king of work all the social categories were involved. At the same time, I must emphasize that I met more subjects saying that certain working activities were for men – but were also delivered equally by women. The hygienic conditions, accommodation and food, for work and rest have been described in accordance with the subjects and the place where their activity took place – some were really good, some were quite bad. This can also be interpreted in terms of other variables, namely – the subjects’ expectancies, changes in their life during the past years or even the way in which they recall and what they remember.
The media analysis, and then the biographic analysis of the interviews have confirmed that through the Patriotic Work, PCR aimed at strengthening the people’s attachment to certain national and ideological values. By interpreting history and historical facts (not only the recent history) PCR did not only made the separation from the old political class, but it also tried to create a new national identity, and by getting each Romanian involved in such actions – an individual identity. I must underline the fact that, in media and in the official speeches, the national/patriotic character was much more visible (present) than the ideological one found in the reasoning and motivation of introducing such work. The Marxist-Leninist ideology[7] was only used as a pretext/ a shield of justifications until a certain point, most of the times the appeal to arguments of ideological nature was only made in the first line/phrases, but in the rest of the article the emphasis was on arguments of national, economic, esthetic and other nature.
By looking at things from this perspective, I can state that, just like in the case of media speeches, the interviewed subjects did not appeal to the values of ideological nature, but they more often appeal to the ones connected to the immediate daily life – “the need to see clean parks”, “to help the community”, “to contribute to the state economy”, “to not be punished or to be remunerated” for participating in such work. I have observed that in these persons’ speech, a concept also present in those days’ media can be noticed – conscience – that is directly connected to work and education. Most of the subjects refer to these three elements – conscience, education and work – even if this refers to their experiences as positive or negative. The Patriotic Work appears, in the subjects’ memories, as duty of conscience (rather moral than legal/juridical) – “you could not say you did not want to go to work. Everybody was going. What would they have said about you? You must be human and not let only the others to work, while you were skipping all the time” (woman, 77 years, worked in the local public administration). Through such attitudes I understand that such work has become normality – it could not be contested either legally, or morally.
Even if more than half of the interviewed persons state that the Patriotic Work has been a positive thing in their lives, but paradoxical is the fact that they refused to get involved in civic actions after 1989, motivating this lack of involvement through the fact they “they worked enough in the Ceausescu era”. This contradiction can be interpreted though the fact that such a type of forced work have on one hand cemented a certain type of attachment towards their own identity and, on the other hand, have given them a sort of repulsion to this kind of actions; and in order to separate from the present society, they make the difference between those who worked before 1989 and those who work after the fall of the communist regime – WE are those who were working, and YOU - are those who did not do anything – therefore, (most of them) have chosen not to get involved in the civic life.
By analyzing and all the time comparing the public speech, the political, economic, historic, juridical context with the one connected to the popular memories – I have shown how a concept invented in the Soviet Union looked for its reasoning/ origin in the Marxist-Leninist ideology and its utility for reaching an ideological goal and in RSR. This transformed form Voluntary Work in Patriotic – Voluntary Work, than in Patriotic Work, and by the end of the eighties it multiplied through what was named: Practice (agricultural or industrial) or the actions of the 3Rs: Recovery, Recycling, Reuse – all the unpaid actions became known as Patriotic or Volunteer. The significance of the word ’volunteer’ started to become mandatory/forced[8]. So that the people’s introduction into everyday life would be justified, there were offered arguments of ideological, ethical, educational, military and even daily nature (see primary needs – e.g. going to the Patriotic work like removing snow from the streets in order to make space for the car bringing bread or milk to the store in the neighborhood). After twenty years form the fall of communism – the social memory still keeps some values and feelings in accordance to those years’ propaganda. Part of the population still justifies their identity speech form those actions of Patriotic Work. Just like in the field literature we cannot speak of memory, but of memories – also in this case we see many who relate to the recent past – namely their own identity.
As I have presented in the present paper, the memories of the interviewed persons and the manner in which they justified their participation in the actions of Patriotic Work were not very different form the official speech (otherwise, the only speech). These recall their own feelings starting from the official speech pertaining to these practices. Thus, specific theme appeared in their life histories: education through work, work for the country, involvement in actions of universal interest, patriotism etc. this fact shows us that the population has internalized the propaganda.
The effects of the Patriotic Work form the Socialist Republic of Romania are still visible nowadays.
